    Storyline:北宋皇佑三年，范仲淹被贬出知青州。范之政敌半路设伏欲害范仲淹，虽几逃劫难，却终落入匪手。经匪首李有粮兄妹搭救,范仲淹终于到任。青州通判刘颉在土匪攻城时，为保性命弃城而逃，后处处与范公为敌。范仲淹查得刘颉劣行累累，上书朝廷，不料刘颉树大根深，朝廷未作深究。范仲淹顶着压力，一面继续与贪官斗争，一面筹粮米，赈灾荒，兴水利，治良田，改税收，减劳役，安百姓，平匪患。青州暴发瘟疫。范仲淹心急如焚，不顾夫人病危，深山寻医问药，请出世外高僧解救百姓。皇佑四年冬，范仲淹再次贬任，出知颖州。大雪纷飞，范仲淹带病赴任，老仆冻死途中。范仲淹顶风冒雪，远望长空，心潮难平，久久地屹立于风雪之中。
