Storyline:陆城中学的教师于守业深爱着合盛戏班头牌周小莲，陆城警备司令部司令朱化承假意请周小莲去他住处唱堂会，逼她服从自己的淫威。周小莲誓死不从，于守业赶来搭救，气急败坏的朱化承把他们捆在大树上准备杀死，幸得地下党设计救出。陆城解放前夕，为了能和周小莲在一起，本来可以在保密局陆城站站长、哥哥于守仁的安排下去台湾的于守业，毅然代替于守仁成为潜伏特务，代号037。当他去会见小莲时，却得知小莲被撤出陆城的警备司令部司令朱化承掠去，垂涎已久的朱化承在巴公山强奸了周小莲并使之怀孕。从此于留守在大陆的守业受国民党胁迫不得不成为真正特务，但他善良的本性并没有做出一件坏事，反而使潜伏特务都死于非命……
