    Storyline:1931年6月，越南共产党领袖阮爱国在香港的住所里，几乎处于绝望的境地，他即将被港英当局以蓄谋发动叛乱活动，妄图破坏香港社会稳定为由拘捕。其实，此前的1929年10月，阮爱国已被在法国殖民政府统治下的安南荣市法庭宣判为死刑政治犯。追捕阮爱国长达十几年之久的法国密探菲利浦此时来到香港，贿赂香港警察局密探长官乔治，希望乔治配合行动，帮助法国政府将阮爱国押回越南。
