Storyline:宁静绝美的湄公河上，突然之间枪声大作。中国商船“远平号”与“兴盛号”的船员全部失踪，未过多久，13名中国船员的尸体浮出水面，这就是震惊全国的2011年“10·5”惨案。在此之后，中国方面迅速牵头组建联合专案组，公安部禁毒局局长江海峰（陈宝国 饰）担任专案组组长，他向国际同行力证遇害者的清白，同时招揽包括高野（王千源 饰）在内的资深刑警进入专案组。在警方的追查下，蒙洪（李修贤 饰）、坎里拉（尤勇 饰）、莫雄（张兆辉 饰）等狡猾凶狠的毒贩相继浮出水面，一场黑白双方的殊死较量即将拉开帷幕…… 本片根据真实事件改编。
