Storyline:日本驻上海领事馆平田正夫领事刚得手的一尊明朝年代的夜光杯被“飞鹰”抢走。平田领事只听说过来去无踪锄奸惩恶的“飞鹰”，却不知道“飞鹰”到底是谁，更没有见过“飞鹰”长什么样。为找回包藏着惊天秘密的夜光杯，平田领事兴师动众地向巡捕房报案，恐吓巡捕房蒲勇队长限期交出“飞鹰”。巡捕房蒲勇队长不卑不亢的态度让平田悻悻而归，平田只好依靠自己那帮手下不断制造血案，然后留下“飞鹰”的标记，栽赃于“飞鹰”，试图激怒“飞鹰”，从而达到让“飞鹰”现身的目的。
